Trump now has a $100,000 dollar charge for a new H1B application. That's a more serious attempt to curb legal immigration than we've seen recently, but is nowhere near the level expected if the right considered immigration the same as America used to consider communism.
For instance Trump could have tried to stop H1Bs altogether. Also according to a recent Associated Press-NORC Center for Public Affairs Research poll 42% of Republicans (and 80% of Democrats) consider the immigration problem somewhat solved. So small wonder that Trump got bored with it and wandered off into foreign policy and wars.
