Peace through strength — very radical again because no upper bounds on how much one would have to invest in strength to fulfill the obligation.

Fiscal responsibility — in practice is just the highly radical money should be spent on the rich but not anyone else — also must be ignored to fulfill peace through strength.

Free markets — just gibberish but capable of justifying extremely radical positions. How is anti-union part of free markets?— no one knows. Free markets are anti rule of law because the market has to be outside of human control.

Human dignity — “A just government protects life, honors marriage and family as the primary institutions of a healthy society, and embraces the vital cultural influences of religion and morality.”

This last one certainly sounds like something is finally going to be conserved but not if “Individual Freedom” is your rule number one. What conservatives really hope to conserve here is a zero sum death match between human dignity and individual freedom.

But that required offering repealing Roe V Wade without ever actually repealing it and preaching individual freedom but not allowing gay marriage and unfortunately for them such a balancing act eventually collapses. They could have easily supported Roe V Wade and gay marriage and still been just as conservative but it’s difficult to both keep society stable and at the same time get elected to restore stability.
